I doubt Silvia would be suitable for work even if its brand new.

How about a Breville or Sunbeam filter coffee paired with a cheap grinder. The whole lot would be around $250, or a combined filter and grind all in one from Breville just short of $500.

I think, in a work situation with such a limited budget, a Behmor Brazen would be perfect.
Still need a decent grinder too though...

I reckon! But I am biased. And mine cost a lot less than $400.00 used.

Do you already have a quality grinder?

If yes - consider a 2nd hand Silvia or check out The Little Guy, which is a stove top espresso maker. Either will stret H your budget.

Otherwise you're looking at thermoblock options from Sunbeam/Aldi etc. Much of a muchness at that level - grab whatever you like the look of without spending too much and replace it when it dies.

If you don't have a grinder, I'd recommend spending as much of your budget as you're willing to on a quality grinder. If you're committed to the idea of an espresso machine, the Breville Smart Grinder and ond of the aforementioned cheap machines will be your best bet.

Your other option is a smart grinder or good quality manual grinder (Comandante, Ludo etc) and moka pot/plunger/Aeropress etc.
