I am looking at a used Cimbali M28 machine for my restaurant. Are these good machines?

All commercial coffee machines have the capability to make excellent coffee in a commercial environment.

The La Cimbalis, like many others, are fantastic coffee machines. *

Naturally, you will have to ensure the machine is in good condition.

If it works , first things first, make a coffee out of it. *Get some quality coffee, and check the results.

If needed, it wont hurt to get a local rep to check it out/calibrate it for you, or a service tech if you experience problems.

Good news is parts for the Chumblys are readily available (see coffeeparts.com)

What model is the machine.....Start/select/basic etc

The M28s are tanks which with proper maintenance will last a lifetime. They are highly sought after by many leasing companies as they break so infrequently chugging away day after day for decades. My M28 Basic 2-gr is now about 20 years old and still working as good as the day it rolled out of the factory with nothing other than seals ever having been replaced on it. :)

On some the drain is a plug on the bottom of your fill sight glass assembly. Unscrew the plug from the bottom and open a steam valve.

On others theres a knob under the sight glass on the front of the machine.
