On another coffee forum it was mentioned that the older V4.00 of the TC4 is available on a popular online shopping site (search for TC4 Shield PCB), you can get a built up board or a bare board that you populate yourself.
Another option is to order the bare boards direct from OSHpark as the design files have been uploaded to there user files area, more detail on yet another coffee forum (HR).
If you want to go with a bare board I have enough bits left from when I made mine last year to make a couple more.
The board, in conjunction with an Arduino uno and the appropriate software/firmware can be used for monitoring/control.
I don't know what your level of experience is with electronics and to put one together, it probably requires intermediate experience or at least SMD soldering skills.
They are also available fully assembled but you'd still need to be comfortable working with electronics/firmware to set up and more importantly be experienced and competent in working with mains electricity.
