When I worked on a Help Desk we got a new 2IC who started getting narky on lunch breaks.
Apparently some people were taking a few minutes more than their hour occasionally.
He judged the time by when they logged off and on to their phones.
To make a point, I tried logging off to the second.
Day 1 - I missed by a second or two one way.
Day 2 - I missed by a second or two the other way.
Day 3 - Spot on; 1 hour exactly. So I made some smart ar**ed comment to him about not taking too long for lunch knowing full well hed check.
He lightened up a bit about lunch breaks after that but I seem to remember at one stage he got funny too on toilet breaks.
Some people are just a PITA and should not be in management.

Ive actually done that. Well karate anyway (same thing).
Found an empty meeting room and run through a kata or two to release stress and clear the mind.
Only takes a few minutes.
Quicker than going out for a coffee.
Well, if addicted smokers are not allowed to smoke in the building, AND it is still not illegal to smoke, then I think the going out for a break is acceptable. It should not be carte blanche though. Any managers who are truly concerned about it will do something about formalising the number of breaks people have.
However, I do think that smokers are like any other sub-group in society. Some try to be considerate, some are conciencious and some are just slack pri*ks.
Slack pr*ck syndrome is by no means unique to smokers. I have worked with people who look great on paper, but a close look shows real issues.
EG: One person I worked with a few years back was always in early, put in long hours, accrued flex time or similar. But when you looked closely, they were actually LESS productive than others. Person in question would get in at 7:30 each day. Eat breakfast at desk (using the milk supplied for tea and coffee), read paper and essentially do no work until around 09:00.
10:00 - 20 minute coffee break with 3 others ("Ive been in since 7:30 you know!")...
and so it went on. Accrued enough time for a day off every 2 weeks.
I didnt really blame the person in question, I blamed the manager of the area. He either was clueless, careless or both.
I think most managers just decide that trying to micro manage break times is not worth the grief.
