Interesting pair of first posts (rants). Welcome coffex. How do you expect people to help you without the essential info (budget, what type of coffees do you make?, where do you live, do you have a grinder?, etc). It is usually good form to introduce yourself before unloading on a particular brand/machine.

You've had this machine and in two years have needed to replace the collar twice? Sorry to be the bearer of bad news but it isn't the machine that's the problem, it's you.
Overdosing the baskets will wear out collars quickly. Overtightening will wear out collars quickly. I generally replace 5-10 collars a week on these machines and 95% of them are over 4 years old.
The ones that are younger have had heavy-handed users who overdose constantly and wear them out. Once they are informed of the correct way to use the machine they won't have any more problems.
Which pump did you replace? Steam pump or coffee pump? Unusual for either of them to fail in two years however the steam pumps are the ones that will fail more readily than the coffee pump. Why you replaced them I'm not sure seeing as all Sunbeam coffee machines carry 5 year pump warranties.
Have you cleaned your shower screens and carried out regular backflushing cycles with the Sunbeam tablets or equivalent cleaning powder? This will solve most group head water flow issues.
It is unlikely that the hot water tap has failed in an open position, not something I have seen before. The hot water tap tees directly off the flow to the group head so if there's flow to the hot water tap then there will be flow to the group head. You may have an unlucky blockage somewhere between the tap and group head outlet (never seen one) but I think it's probably a dirty group head at the root cause. Whilst you're in the group head anyway, undo your anti-drip retaining nut under the group head and check that your anti-drip valve isn't stuck somehow.
Not being able to get the group handle on either means overdosing or the collar has deformed to such an extent that it inhibits the group handle being inserted. To do that much damage to a machine in a year or however long you're had this collar installed is quite frankly bizarre.
If you do decide to chuck it, I'll take it off your hands to save it from the tip
