I recall seeing a car with a mattress on the roof on the ICB motorway near Suncorp Stadium in Brisbane a few years ago, held on by the occupants in the front seats, I was just waiting for the wind to catch the front and flip it back off the roof! Crazy.

The Police probably considered "Unsecured Load" but it actually is "secured" - however poorly.
Nothing beats the Asians for 'overloaded' but this is a pretty good attempt by a local.
Can you imagine driving behind him and having that fall off.
A year ago my Daughter's private car was hit by a folding ladder that fell off a Tradies Ute on the highway.
Legs of the ladder missed her drivers side windscreen by a centimeter (Hit the A pillar and spun over the roof).
Tradie kept going. Ladder ended up beside the road.
Daughter is a Police Officer but was so shell-shocked at the brush with death she made no attempt to pursue.

Doesn't even look like its a Side by Side Fridge/Freezer with a Ice Maker in it....
Now when you tour Asia on a M/Bike
Then this is Over Loaded !

This sort of thing is common in parts of New Zealand (I'm talking about you South Auckland!!). On one of my first trips on the southern motorway in Auckland I saw a car with a double bed on top. No roof racks and no straps, but luckily 3 passengers and a driver with hands to hold it down!! LOL. Within a few weeks of that I saw a young dude standing on the side of the southern motorway minding a queensize mattress. Obviously the result of similar bed shifting attempt gone wrong.

Needs to have flags on it to show where the load stops. Its a signage issue essentially. Probably could have got him for more and might have but it wasnt reported.
