New seals with often be tight at the start. This means that when you lock the group handle in to the group head, it often wont make it past 6 oclock. Dont force it - if it seals, thats all that matters! Over time the seal will start to perish and soften. The group handle will progressively make its way past 6oclock. When it becomes extreme, eg locking in at 5 oclock, its time for new seals.
Perhaps the person who repaired your machine put in some spacers which may account for the the group handle locking in at 7 oclock.
