If you're in Australia - you have 2 years warranty on the product.
If you're in US, don't know, however I would contact Breville support hotline over phone and tell them what the story is. They may decide to still offer you repairs under warranty and direct you to an authorised repair centre.
Other than that - the pressure indicator gauge is usually accurate enough - so if it's not indicating 9 bar - you don't have 9 bar.
There's a number of things that could go wrong in not pressurising, but I would try my luck with the support centre first.
