Both machines are relatively capable low-end machines - compared to the standard, single-thermoblock Sunbeams and Brevilles.
Which you should get probably depends on your budget. Assuming you dont already have a decent burr grinder, youll need to allow a minimum of $150 for this (for the Sunbeam EM0350) - but this is the absolute minimum.
The grinder is far more important than the machine, so I suspect youd be better off bumping up the grinder allowance by $350 and going for the Ikon and a better grinder.
On the other hand, if you already have a good grinder - or can afford to buy one and still pay $700 for the Sunbeam - its a good machine with some distinct benefits over the single-boiler Breville (the ability to steam milk and extract espresso simultaneously for example).
Either way, it would also be a good idea to consider saving up for a bit longer and getting a real machine rather than something made in China. It will cost more, but probably outlast 10 BrevilleBeams, all the while making better coffee
