Yep - a metal lathe. Tell the next engineering shop you use that you want a bloody good finish, something like polished with 800 grade wet and dry paper. You could also stipulate the tolerance on the diameter, just so they don't freelance it. 54.35 mm to 54.40mm would be easily achievable. And tell them you don't want to see any chuck jaw marks on it either!

Giving this one a bump. In absence of someone knowing a specific person/business, can anyone tell me the type of specialist or business that would be able to change the diameter of the tamper? E.g. a general engineering shop or a metal working workshop?
Or the type of machine that would be used e.g. a metal lathe?

Tamper diameter reduction
I need to have a brass tamper reduced in size from 58.4mm to 54.4mm. I had a local engineering shop do the last one but I wasn't impressed with the finish.
Can anyone recommend someone who can be trusted to do this job with finesse?
Happy to post it and I'm going to be in Melbourne for MICE for a day and a half so maybe I can drop it off and pick it up if it's not too far out of town (I'll be using Uber and the like to get around).
