Yep... thats the one. I actually figured it all out before I saw your reply. Oh well.
For anyone else that may have this issue, this is what the problem was:
There is a safety switch on the top rim of the grinder that means the grinder will only work when the hopper is in place. (best seen in figure 7 on the above posted website)
This is made of (what would appear to be) rather brittle plastic and mine had broken and the little bit of plastic that closed the circuit when the hopper was in place was in pieces in the bottom of the grinder!
So I just pulled the two leads off the safety switch, taped them together and vwallah! It works!

ps... someone needs to tell the guy who owns that grinder in the website quoted above to clean his equipment! YUK!!
