    Qld Electrical Act - Updates and YOU !!!

    QLD Electrical Safety act - Ongoing changes and updates.

    1: It affects every one.
    2: More changes happening as we speak.
    3: Other states are watching and some expected to piggyback.

    So your not in QLD.... Does not matter... WRONG - The outcomes are felt across Australia.

    Australia is fast reaching a point where we out strip the USA with legal action, as we cannot be responsible for our selves and need to BLAME some one.

    As teh legislation is very detailed and like any legal document; has to be read in full as many parts reference other sections... I am not going to try to rephrase or answer questions or stand on either side of teh fence...

    In essance...

    If your providing a service / selling / importing electrical items / etc etc .. You need to be licensed.


    1: Bunnings once gave advice on electrical parts - NO MORE... *Stickers and notices clearly state that a licensed person must fit etc. *If they provide any advice to a Non qualified person... They become responsible for teh outcomes.

    2: Suppliers are not providing Service Manuals (except for service agents) *where internals are described or adjustments required. *This is seen as meeting their duty of care. *If said information was provided to a non licensed person and the Electrical safety was compromised or some one hurt... Then they will be held accountable.

    3: Suppliers are in some cases now refusing to provide any part that may require fitting... *In particular, where that could impact on electrical safety.

    We are already seeing Sunbeam moving down this path and even getting a Collar or a Pump etc may be a thing of the past.

    4: If a supplier provides service advice (in any form - Verbal or Written) to a non authorised/ qualified person etc then they are/will be accountable...


    5: The ESO is also looking to obtain extra powers / authorisation; such that they can demand / drive product recalls. *Thus if your systems are not in place and you subject of an event where they want a recall... If you can not comply :-( *Enough said.


    OUTCOME.....

    Suppliers have to manage the risks and legal requirements

    More users will get pissed off and or look for outs...

    More users will have a go at suppliers - *Sponsors will not be exempt !!!

    External providers are not exempt.. *Those that sell parts etc over teh net (sponsors etc) may well be seen as contributing to any accident/ breach etc

    For them, the quick fix, is a disclaimer and a tick box that says the person buying is aware and will be getting a qualified person to fit. May not be fool proof, but should manage some of teh risk.

    Some may say... I would not sue... *If your dead / seriously hurt and or property (house) is severely damaged... *Are others going to be so forgiving... No, the lawyers will get involved and someone will PAY.

    FACTS:

    RMS is the equivalent DC value for an AC signal.

    i.e. A sinusoidal voltage with amplitude 339.41V has an RMS value of 240V


    Briefly how it the RMS of a signal is found is:
    1. Signal is squared (so that average is not zero)
    2. Squared signal is averaged
    3. Squared averaged signal is square rooted, in order to get the non zero "average" (for a non biased ac signal, the average in the true sense of the word is zero), or DC equivalent, hence RMS (Root Mean Square).

    For a sinusoid, the relation between the amplitude and RMS is sqrt2 i.e. RMS = Vpeak / 1.4142

    Thus what is referred to in Australia as 240AC is in fact 240V RMS = 680V Peak to Peak

    AC and DC can and does KILL... *It is subject to many variables, but nothing is 100% safe... *I have burns all over the inside of my arm from 9Vdc... *In the right circumstance, it could have killed.

    NOTE: *No protection devices are 100% fool proof... *

    The user is the biggest breach of all safety and people need to understand that it happens every day....

    So suck it up people and welcome to the world where; its not in my back yard and someone has to pay, looks like having a flow on that will impact on all parties....

    Oh by the way - *I love having a Licence and a technical background.. *

    Now how much did you need that machine working.. *OH... You want it today *;D

    But what is with teh assumption !!!!! that my Quals were gotten years ago and Thus I am OLD ;) ;D

    BUGGER... My one ace in the hole is out - I am not married / drink instant / use bleach to wash my hair and thought CS would be a great Hook up place to meet a [s]future house cleaner... opps[/s] wife ..... Schessssss Dont let any one else know ;)
